A murderer is loose in downtown Seattle and reporter Carl Kolchack, played in full length TV-movies in films such as this and later in The Night Stalker TV-series by Darren McGavin, is hot on the trail. He finds an alarming similarity between portraits of a Dr Malcolm Richards and a Dr Richard Malcolm , leading him to believe this man is not only the same person, but has survived the decades through some sort of black arts, obtaining eternal life. As he investigates further, city officials and newspaper higher-ups try to play down his discoveries as unbelievable (a repeated problem for this reporter throughout his adventures).

The murderer strangles people and evidently removes their blood, but why?  It isn't exactly a satanic ritual after all or black magic, but a serum the doctor has discovered, mingled with human blood, which enables him to not only stay alive but pass as human. The logner he goes without his medication, the more he starts to decompose, thus he stays in his lair below the streets of Seattle, until the need arises. He kills, he regrows his rotting flesh and walks among mankind as seen fit, only to retreat again when he needs a new fix. Thus, the whole program is repeated.

The reporter eventually tracks this ghoul to his home below the city and destroys him, but all for nothing. His story gets killed just as surely as if it would have been strangled by the evil doctor. All his efforts have been for nothing, just as his masterpiece on a vampire in LasVegas, in The Night Stalker, which came before, on his previous adventure.This guy just can't win. He finds and kills all these monsters and in the end, he is continually screwed over.
