Gangster boss Big Mike Morgan is dead, but to keep the gangs & their bosses, especially ruthless Torelli (Ralf Harolde) in line, Morgan's second-in-command Doc Rogers (Robert Armstrong) figures they just need a new boss in the person of Morgn's son Eddie (Richard Cromwell). Problem is of course nobody does actually know Eddie ... in fact he's an innocent teenage country bumbkin who makes a small allowance making delieries for the local store ... but somehow he manages to convince two of Doc's men, Lefty (Vince Barnett) & Wilie (Warren Hymer) that he's tough like any of them - without even trying -, a real Baby Face Killer.

When doc finally gets to meet Eddie, he is of course less impressed ... but it's too late to back out now, & he decides to keep him out of the picture by shoving him off to lead an insurance company his father has bought as a front, while selling off Baby Face Morgan to the gangs as a ruthless but mysterious killer.

Everything works just dandy for a while, but eventually Eddie & his cousin Ollie (Chick Chandler) get bored running an insurance company that doesn't really do anything - they are of course oblivious that they are only a front for the syndicate. So one fine day, Eddie goes out & sells an insurance policy to Virginia Clark (Mary Carlisle), who owns a small transportation business that is severely threatened by gangsters - Baby Face's gang, but won't give in & pay protection money. Soon enough of course, one of her trucks is blown up, & she collects insurance from Eddie ... & is impressed by the friendly & uncomplicated way he handles his business. Soon she recommends Eddie's company to other transportation companies as well, & soon they are all insured by Eddie & refuse to pay protection money for the gangsters. So the gangsters (naturally) start blowing up their trucks, & naturally, Eddie pays up every time ... which after some time leads to a catch 22-situation, since the insurance company is financed by the syndicate ... but the syndicate doesn't make any money any more ... & Eddie has to pay for the trucks blown up by the syndicate.

The only way out, Doc - who has only now learned about Eddie's business ideas - figures is that Eddie makes a convincing tough guy performance as Baby Face the gangster ... but somehow Torelli has grown wise to him & taken both Ollie & Virginia - with whom Eddie has naturally since fallen in love with - his hostages.

In the end though, Eddie does the right thing & calls the police, promising them himself in order to get the gang arrested. Of course he is arrested too, but is released again when several of his clients identify him as honest businessman. & wouldn't you know it, in the very end, he takes Virginia with him back to the country.

 

Nothing great, not even especially funny, but somehow Baby Face Morgan manages to stay light-hearted & entertaining throughout.
