Actually young rascal Billy Peck (Tommy Kelly) is supposed to go to
summercamp by train to win the cross country race against his main rival
Herman (Mickey Rentshler) the third time in a row, but he prefers to go
there with a wandering circus and save the money. At the circus, he soon
creates confusion when he drugs the lions so they fall asleep during the
show, making liontamer Bailey (Edgar Kennedy) the laughing stock of the
evening - much to the dismay of his bitchy assistant Myrna (Benita Hume),
who wants the lions to be the star of the show, but they have tough
competition with Fleurette (Ann Gillis), a young trickrider and Billy's
best friend.
Eventually, during rehearsal, Myrna lets her dog loose who scares
Fleurette's horse and makes her break a leg - and now Myrna has a reason
to have Fleurette fired ... or so she thinks, as Billy dons a wig and a
dress and substitutes for her - to quite comical results.
And after he has saved Fleurette from being fired, he is taken to the
cross country race by Bailey in a chariot and wins it hands down, still in
Fleurette's dress.
In all the film is rather childish and a bit cheesy, but since it was
most probably made for children, I guess that's quite ok. And at least the
film does feature a few good scenes like some brutal liontaming and a
chariot racing cross-country ...
