After quite some time in office, Minister for Administrative Affairs
Hacker (Pwul Eddington) realizes he hasn't really achieved anything yet
... so he plans to introduce a quota that at least 25% of the civil
servants have to be women. Hacker's permanent secretary Sir Humphrey
(Nigel Hawthorne), always in favour of leaving things as they are, is
appalled, but soon has to realize that arguments alone won't change the
minister's mind - so he pretends to agree to the idea wholeheartedly,
then, with the other permanent secretaries, cooks up sound excuses as to
why not install the quota - while still agreeing to the principle.
Soon, Hacker finds himself left with just one woman, undersecretary
Sally Harrison (Eleanor Bron), he wants to promote to permanent secretary.
Of course since then Humphrey has even crushed the support of Hacker's
wife (Diana Hoddinott) by telling her how good-looking Sally Harrison is,
and in the end, Hacker ahs to pull through with his plan all on his own
... but instead of being victorious at the end of the day, he receives the
resignation of Sally Harrison, who instead of doing nothing as permanent
secretary, rather wants to go into a private business to really achieve
something.
Unfortunately (if rather expectedly) the third season of Yes
Minister is nowhere near as brilliant as the first season, but
still, this is well-written, well-played political satire.
