After his permanent secretary Humphrey (Nigel Hawthorne) has suggested
it and Jim Hacker (Paul Eddington) himself can't find any argument against
it (since it's "the right decision" and not a "courageous
decision"), he decides to bire the go-ahead for a chemical plant
producing meta-dioxine. And to make absolutely sure that there will be no
obstacles in the way, he has Humphrey consult him on how to respond to a
possibly negative but yet to be released report on meta-dioxine ... but
then to things happen: the report turns out to be very positive indeed,
but the Prime Minister wants the project to be stopped ...
In his despair, Hacker visits the author, Henderson (Jerome Willis) of
the report, and - using Humphrey's sugestions on how to doubt the report -
puts doubt in Henderson himself, which leads to him contradicting his
whole report in his last paragraph ... which is a battle Hacker has won
over Humphrey.
As usual, this is sharp political satire, with choice dialogue like
"You're in gouvernment, I'm in politics" or "It's
pathetic." - "It's politics." - "Exactly." or
"Good politicians make right decisions, not popular decisions ...
this isn't a courageous decision, now is it ?" Great, as most
of the series, and it has not lost its edge even today, almost a quarter
of a century later.
