Jim Hacker (Paul Eddington), the minister for Administrative Affairs,
is urged by his permanent secretary Humphrey (Nigel Hawthorne) to punish a
local administration just because it failed to fill out some forms for the
department, even though this local administration is the most efficient in
the country - and it might be argued that the administration is so
efficient just because it spends more time in doing stuff than in filling
out forms.
Then though a case pops up from thirty years ago that a young civil
servant bungled up and blew 40 million Pounds of gouvernment money ... something
that only now sees the light of day - and suddenly the normally calm
Humphrey gets all jumpy.
Why ?
Because Humphrey himself was that civil servant, and would his name pop
up linked to this story, it would effectively mean the end of his career
... but the minister promises to help him hush it up - if Humpfrey doesn't
insist on punishing above-mentioned local gouvernment ...
The story of this episode is rather weak, especially when considering
what could have been made out of it, but excellent acting and sharp,
satirical dialogue make it worthwhile nevertheless.
