While the parents (Gil Chase, Shimmy Maxx) are out, Cindy (Beverly
Lynne) invites some of her friends (Brandon Ellison, Kerry Liu, Fernando
Padilla) over to play some strip ouija, while sister Candy (Lizzy Borden)
watches cartoons in her room. Only, the cartoons she watches are cursed,
and thus toon baddies Doctor Carnage (Matt Falletta) and Max Assassin
(Scott Barrows) come out of the television and brutally slaughter her,
then go after Cindy and her friends. Ultimately, only Cindy herself is
able to survive the ordeal, but she goes to hell to find out the devil
himself (Jack Roberts) was behind these, shall we say, interactive
cartoons, and using the same means as the devil, Cindy turns herself into
a superheroine to get rid of the cartoon baddies on earth - but how will
she explain all of this to mum and dad? First of all, I have to
admit I'm a bit of a sucker for homemade special effects to recreate
cartoon routines from the golden era (the 1940's) in live action films,
they are so much more charming and inventive than the cold and lifeless
CGI big budget Hollywood tends to use - and as far as recreating cartoon
routines on a low budget goes, Terror Toons is actually pretty
decent ... too bad then that the framing story rather sucks, it's just
your typical slasher plot that may at least be self-ironic, but it lacks
any really good jokes or fun plottwists to make the film into something really
good. That said, there are of course way worse low to no budget films out
there, but that fact alone doesn't make this one a masterpiece, now does
it?
