The PM's permanent secretary Sir Arnold (John Nettleton) and the PM's
advisor Mark Spencer (Nigel Stock) have to look for someone to reorganize
the public transport ... and they want someone who talks much and does
little. Their first choice, the Minister for Public Transport, has already
declined the offerf because he is too close to the subject, so they
figure that the Minister for Administrative Affairs Hacker (Paul
Eddington), who talks much and does little, is the perfect man for the
job, they just have to present it to him as an honour and make sure he
accepts before his permanent secretary Humphrey (Nigel Hawthorne) learns
of it ... and at first they seem successful, and Hacker really seems to be
motivated ... until after the first meeting with the various
undersecretaries, who just see their own piece of the pie. Now Hacker and
Humphrey have to cooperate, and so they make up a story about unfavourable
changes in the PM's own constituency and leak it to the press.
Soon Sir Arnold and Mark Spencer leak something back, and before
long a war fought in press leaks has started ... until everyone involved
comes to the conclusion it is better to leave everything as it is, and
about the numerous press-leaks, a commitee wil be installed - since these
commitees never come up with anything ...
A fun story, biting satire and excellent actors make this one probably
the best episode of season three of Yes Minister.
