To help out the football club of his constituency, the Minister for
Administrative Affairs Hacker (Paul Eddington) wants to sell a second-rate
museum and use the money to subsidize the club. His Permanent Secretary
Humphrey is appalled - not because the museum is any good but because
public money shouldn't be used for something the general public could
actually like, like football. And if Hacker's actions should set a
precedence, who knows how long the Royal Opera which Humphrey regularly
visits will still be subsidized ?
Hacker though seems to be bent on helping his constituency, and
especially the councillors who asked him for the favour, and this time he
even seems to anticipate each and every of Humphrey's little schemes to
sabotage his actions. So Humphrey knows but one way to stop him: use a
gouvernmental reshuffle and make him responsible for the arts, this way he
just can't close down a museum.
And Hacker's friends the coundillors: He offers them to cut down on
councillors' special allowancs to subsidize the football club, and
suddenly this matter couldn't be further from their minds ...
Ok episode, that lacks somewhat in stringent storytelling but makes up
for this with sharp satire and excellent acting.
